Bigger, Bolder, Better:  Putting You and Norwich First 2017 - 2022

Norwich Business Improvement District (BID) are celebrating a ‘YES’ vote for a bigger, bolder and better city centre, following months of campaigning and a formal ballot (Friday 30 June - Thursday 27 July 2017) with Norwich businesses.

The successful ‘YES’ vote had overwhelming support from the Norwich business community for the BID’s expansion plans, with 88.4% of businesses by number and 94% by businesses by rateable value voting ‘YES’ for another five years of activity by the BID.

This is a fantastic result for Norwich and the ‘YES’ vote from the business community will help create a more vibrant and thriving city centre.

Since 2012 the Norwich BID have funded a number of projects such as the Christmas lights, Europe’s first Tunnel of Light, free city centre Wi-Fi, the welcoming City Hosts, Head Out, Not Home free summer entertainment and the free to download VisitNorwich app. 

The BID now has the opportunity to go bigger, bolder and better with a new business plan and wider coverage in the city area.  Following the success of the ballot, the BID will continue to deliver its core activities and will look to build on its successes with several new initiatives for the city to deliver increased innovation to drive footfall.

The BID will now raise £5m to spend over five years (November 2017 - October 2022), delivering a positive impact on the vitality of our city centre and the success of the businesses within it.  The funds will be raised by an annual 1% levy on the rateable value of each and every business premises (over £30,000), in the extended Norwich BID area.

The expanded, Bigger, Bolder and Better BID will provide funding for national marketing campaigns, increased Christmas light coverage, a wider area for free Wi-Fi coverage, as well as supporting businesses through cost saving, crime reduction, and coordinating a strong business voice.

Norwich continues to remain in a strong position with a vibrant and unique offering and a shop vacancy rate which is below the national average.  The BID will be instrumental in developing innovative marketing and destination campaigns and ideas through our VisitNorwich brand.  Putting Norwich front-of-mind for visitors, tourists and as an attractive commercial destination, across the UK and internationally.  Campaigns will look to reach potential visitors using a range of media such as:

  • The VisitNorwich App and social media to engage with communities and individuals to promote events 
  • Norwich the City of Stories, a national marketing campaign to attract visitors to the city
  • National and regional digital campaigns
  • VisitNorwich brand PR and communications
  • Business promotion and recruitment prospectus
  • Norwich shopping and attractions map



Norwich Experience

Norwich is a vibrant, creative city with a rich cultural heart.  We will create new initiatives and campaigns to reinforce Norwich's reputation as a warm and welcoming city and one of the UK's best working, living and shopping environments.  Our initiatives will encourage people to visit the city and to make return visits time and time again.

BID initiatives could include:

  • Christmas lights or a Christmas Festival of Light 
  • A Norwich seasons campaign to maximise opportunities in peak periods and to drive footfall in quieter trading periods such as; Norwich Fashion Week, City of Ale, Food Festival, Noirwich etc
  • Reducing instances of begging and anti-social behaviour
  • Improving signage and wayfinding
  • ALERT radio and DISC scheme to help reduce crime in the city centre through secure information sharing
  • Early evening events to compliment and promote the leisure offer in Norwich and to add value to city centre visitors in the early evening economy
  • City Hosts to welcome and guide visitors in Norwich
  • City centre gateways, installations and attractions



Voice for Business

Lobbying for positive change collectively is proven to benefit business communities.  We will respond with one strong voice, through lobbying, research and initiatives designed to give Norwich a competitive edge, secure investment and put additional resources into the hands of the business community. We will develop and lead initiatives to coordinate and drive the commercial sector in Norwich:

  • Promotional campaigns to position Norwich as a top UK commercial destination
  • Transport and access lobbying and forums
  • Developing and growing business sectors/areas
  • Norwich congestion monitoring
  • Norwich city centre Wi-Fi
  • Recycling and waste cost savings
  • Vacant shop campaign 
  • The BIG Conversation - 3 annual sector conferences
  • Skills, Education and Entrepreneurship
